RURAL RETIREMENT IN THE GENERAL SOCIAL SECURITY SYSTEM: RURAL TESTS AND CHALLENGES FOR REALIZING THE RIGHT

Abstract

This study aimed to analyze the challenges faced by special insured individuals in proving their rural activity to obtain old-age retirement benefits under the General Social Security Regime. This is a systematic literature review with a qualitative approach, conducted in SciELO, Google Scholar, REASE Journal, and FT Journal databases between 2015 and 2025. Inclusion criteria considered complete and relevant publications on the topic, and the data were analyzed using Bardin's content analysis technique. It was identified that rigid evidentiary procedures, the lack of compensatory policies after the 2019 Pension Reform, and the invisibility of rural women constitute the main obstacles to the realization of this right. The results highlight the need to make evidentiary criteria more flexible, value the insured's good faith, and adopt more accessible administrative instruments, such as self-declaration and community registries. It is concluded that rural retirement remains a social right threatened by bureaucracy and a lack of regulatory compliance, making it essential to create inclusive public policies that promote justice and dignity for rural workers.
